I have discovered accidentally how a pencilboard is supposed to be operated. It is a piece of stationery, completely unknown in Russia, being in essence a piece of dense cardboard or plastic. A user inserts the pencilboard between a top sheet of paper and the rest of the stack. The board precludes a ball pen writing from pressing through the top sheet into the stack. A workaround for a thick stack of poor quality paper, if you will, such as my Japanese class workbook. Russian schoolchildren write in thin notebooks made of a decent paper, so they have no use for pencilboards. Or used to. In any case, now I have an application for those cute mini-boards found in Haibane Renmei DVD boxes.
